Offline Form 1A uploading is not allowed: how to fix it

  • When Sarathi shows "Offline medical certificate Form1A, uploading is not allowed. Please get an online medical certificate in Form-1A from empaneled doctor.", it means your application needs the Form 1A issued online, inside Sarathi, by a registered doctor. A scanned or paper Form 1A cannot go into that slot, however correctly it is filled.

  • This happens on driving licence renewals and new licences for people aged 40 or older, and on transport licences. The fix is to have a doctor who can issue Form 1A on Sarathi do it against your application number. PingMeDoc™ doctors can do this after a phone or video consultation.

Start my Form 1A

What the message means

  • Online Form 1A: the doctor fills and signs Form 1A inside Sarathi, linked to your application number. You do not upload a file.
  • Offline Form 1A: a paper form signed at a clinic and scanned. Sarathi refuses it when your application asks for the online one.
  • Who can issue it: a registered medical practitioner with a doctor login on Sarathi. That is what Sarathi calls an empaneled doctor.
  • Your application stays: the doctor issues the certificate against the application number you already have, so you continue from where you stopped.
  • Cost with us: from ₹999, including the doctor's consultation.

Safety note

The doctor decides after the call. If something needs an in-person check, they will tell you, and refunds follow our refund policy.

How it works

A simple flow that feels like a modern healthcare app, not a confusing form.

1

Keep your Sarathi application number ready

It is on the Sarathi acknowledgement page and in the SMS Sarathi sent you. For a renewal, keep your driving licence number and date of birth too.

2

Apply for Form 1A online

Choose your state on the Form 1A page and fill in your details and the application number. Mention glasses, contact lenses or a hearing aid if you use them.

3

A doctor calls you

The doctor goes through your vision, colour vision, hearing and the health questions in Form 1A. They may ask for a recent eye-test report or a photo of your spectacle prescription.

4

The doctor issues Form 1A online on Sarathi

If you are fit to drive, the doctor issues the certificate inside Sarathi against your application number. You get a copy of the signed Form 1A for your records.

5

Finish your application on Sarathi

Open your application again, check the medical certificate shows as submitted, then pay the fee and book a slot if your RTO asks for one.

Trust, legitimacy & privacy

Clear answers to the questions people have before paying.

Issued where Sarathi expects it

The certificate is entered in Sarathi itself, which is exactly what the error message asks for.

A real consultation

A registered doctor speaks to you before signing. Nothing is generated automatically.

Your details checked first

The doctor confirms your name, date of birth and application number on the call, so the certificate matches your Sarathi record.

Frequently Asked Questions

Written in plain language to reduce doubts.

What does "Offline medical certificate Form1A, uploading is not allowed" mean?
Your Sarathi application needs Form 1A issued online by a doctor inside Sarathi, so the upload slot for a scanned paper certificate is closed. You need a doctor who can issue Form 1A on Sarathi against your application number.
Who is an "empaneled doctor" for Form 1A on Sarathi?
A registered medical practitioner who has a doctor login on Sarathi and can issue Form 1A online for an applicant. PingMeDoc doctors issue Form 1A this way after a consultation.
Can I upload the Form 1A my local clinic gave me?
Not when Sarathi shows this message. A paper Form 1A cannot be uploaded in that case. If your clinic's doctor has a Sarathi login, they can issue it online instead; otherwise use an online service whose doctor can.
Do I need to start a new Sarathi application?
Usually not. The doctor issues the online Form 1A against the application number you already have. Then you open the same application, pay the fee and book a slot if asked.
What do I need for the consultation?
Your Sarathi application number, your driving licence number for a renewal, your glasses or lenses if you use them, and a recent eye-test report if you have one. Have your phone with you for the doctor's call.
Is an online Form 1A the same as a paper one?
Yes. It is the same Form 1A under Rule 5 of the Central Motor Vehicles Rules, 1989, signed by a registered doctor. The difference is only that it is recorded in Sarathi directly instead of being scanned and uploaded.
How much does an online Form 1A cost?
With PingMeDoc it starts at ₹999, including the doctor's consultation. The Sarathi licence fee is separate and you pay it on Sarathi.
